What Ethical Framework can be used to ration ventilators in the COVID-19 Pandemic?

Dr. Henry Silverman gave a presentation on the various ethics frameworks that can be used to ration ventilators during the COVID-19 pandemic.  He discussed several ethical frameworks that included utilitarian, egalitarian, libertarian, and prioritarism.
